/b As a concerned citizen I am vitally concerned that the economic, ohy environmental, and social well-being of the State of California be maintained; and an adequate supply of energy is critical to meet these needs.

This nation's continued cverdependence on foreign oil has caused

]S major adverse economic impacts, and the situation in the iliddle East must be considered a constcnt threat to cut national secur- '

ity.

l Regulatory delays in the planning and licensing of needed energy

! facilities are extremely costly to the consumer, damaging to the environment, and result in continued importation of foreign oil.
