Re:  St. Lucie Unit 2 Docket No. 50-389 Proposed License Amendment P/T Limits and LTOP Anal sis In accordance with IO CFR 50.90, Florida Power 6. Light Company (FPL) submits herewith a request to amend Facility Operating License NPF-I6.
The purpose of the amendment is to incorporate revised Pressure/Temperature (P/T) limits and the results of a recent Low Temperature Overpressure Protection (LTOP) analysis into the Technical Specifications for St. Lucie Unit 2. New P/T limit curves have been generated for six operating periods starting at 4 Effective Full Power Years (EFPY) out to 32 EFPY (in intervals of 4-IO, IO-I5, l5-20, 20-25, 25-30 and 30-32 EFPY).        Your approval of the proposed amendment is requested prior to the plant reaching 4.0 EFPY (currently projected to occur no earlier than May l3, l988), since the existing P/T curves expire at that time. We are prepared to meet with your staff as necessary to expedite the review process.
Revised Technical Specification pages are provided in Attachment I. Attachment 2  is a Safety Evaluation of the proposed amendment.          Attachment 3 is a determination of "No Significant Hazards Consideration." Attachment 4 is a detailed report of the methodology used to calculate the new P/T curves and proposed OMS system alignment configurations and Attachment 5 describes the methodology used for adjusted reference temperature calculation.
