By {{letter dated|date=March 12, 2012|text=letter dated March 12, 2012}} (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12053A340), the U.S. Nuclear Regulatory Commission (NRC) issued a Request for Information (RFI) pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Section 50.54, paragraph (f), regarding Recommendations 2.1 (seismic and flooding evaluations), 2.3 (seismic and flooding walkdowns), and 9.3 (emergency preparedness communication and staffing) of the Near Term Task Force review of insights from the Fukushima Dai-ichi accident. With respect to Recommendation 9.3, Enclosure 5 to the NRC's letter requested licensees assess their means to power communications equipment onsite and offsite during a prolonged Station Blackout event and to perform a staffing study to determine the staff required to fill all necessary positions in response to a multi-unit event. In a {{letter dated|date=June 6, 2012|text=letter dated June 6,2012}} (ADAMS Accession No. ML12165A579), the Wolf Creek Nuclear Operating Corporation (the licensee) submitted a response for the Wolf Creek Generating Station.
The RFI required responses pursuant to the provisions of 10 CFR 50.54(f), including communication item 2, and staffing items 3, 4, and 5. Item 2 of the communication enclosure pertains to interim actions to power supplies. Items 3, 4. and 5 of the staffing enclosure pertain to notification methods for augmented staff, methods of access to the site, and interim actions prior to the completion of the staffing assessment. The responses to communication items 1 and 3, as well as staffing items 1, 2, and 6, are expected to be submitted consistent with the schedule provided in the licensee's 60-day response {{letter dated|date=May 9, 2012|text=letter dated May 9, 2012}} (ADAMS Accession No. ML12138A012).
Also consistent with the 60-day response, the NRC expects the licensee to address in the final staffing analysis the methods of access to the site requested in staffing item 4 related to air transport methods. The NRC staff acknowledges that the licensee provided the information requested in the RFI regarding the 90-day response for Recommendation 9.3 for communication item 2, and staffing items 3, 4, and 5, within the time requested. The NRC staff has reviewed the responses by the licensee to these issues for adequacy of the information and has no additional questions.
