InaletterdatedJanuary24,1996,theNuclearRegulatoryCommission(NRC)staffacknowledgedthatguidancepreparedbytheNuclearEnergyInstitute(NEI)wasacceptablefor usebylicenseesinmanagingNRCcommitments.TheNRCandindustryhadrecognizedthe needforsuchguidancetoclarifythehandlingandregulatorystandingofcommitments.The staffdiscusseditsacceptanceoftheNEIguidancedocument(Revision2datedDecember19, 1995)inSECY-95-300,"NuclearEnergyInstitute'sGuidanceDocument,'Guidelinefor ManagingNRCCommitments',"datedDecember20,1995.Thestaffreassessedtheissuesassociatedwithregulatorycommitmentsduring1998asafollow-uptotheworkdocumentedinSECY-95-300andinresponsetoquestionsaboutthe controloflicensingbasisinformationatsomenuclearfacilities.Thestaffdocumentedour conclusionsandplansforadditionalactionsinSECY-98-224,"StaffandIndustryActivities PertainingtotheManagementofCommitmentsMadebyPowerReactorLicenseestothe NRC,"datedSeptember28,1998.Thestaffconcludedthatregulatorycommitmentsremained avaluabletoolintheregulatoryprocessandthatlicenseesgenerallyimplementedand appropriatelycontrolledregulatorycommitments.Thestaffsubsequentlymetwithlicenseesand NEIonseveraloccasionsduringthedevelopmentoftheupdatedguidancedocument, NEI99-04[Revision0],"GuidelinesforManagingNRCCommitmentChanges."Theletterto mefromA.R.PietrangeloofNEIdatedAugust2,1999,requestedthatthestaffreviewand acceptNEI99-04.WehavecompletedourreviewofNEI99-04andfindthatitprovidesacceptableguidanceforthecontrolofregulatorycommitmentsmadebypowerreactorlicenseestotheNRCstaff.We informedtheCommissionofourfindinginSECY-00-045,"AcceptanceofNEI99-04,
