OFMEETING HELD ON MARCH 22, 2007, RE: STEAM GENERATOR BATWING DEGRADATION ISSUEOn March 22, 2007, Entergy Operations, Inc. (Entergy), the licensee for Waterford SteamElectric Station, Unit 3, met with the Nuclear Regulatory Commission (NRC) staff at NRC Headquarters in Rockville, Maryland. The purpose of the meeting was to discuss Entergy's investigation of the batwing degradation condition, to review analysis supporting safe plant operation, to review the mitigation actions taken, and to discuss Entergy's plans for a mid-cycle outage to inspect the steam generator batwings and their support structures. Based on its assessment of the potential impact of the degraded batwing condition on tube integrity, Entergy concluded that inspections on the secondary side of the steam generators should be sufficient to assure plant safety. Entergy will be prepared to conduct eddy current inspections of the steam generator tubes from the primary side if unexpected conditions are observed on the secondary side of the steam generator. At the meeting, the NRC staff inquired about the criteria for determining when primary side tube inspections would be performed and the capabilities of the visual techniques for inspecting the tubes in the vicinity of the batwings. The staff plans to have additional discussions with the licensee once it has developed strategies for deciding when primary side inspections will be needed.A list of attendees is provided as an enclosure to this memorandum. There were no membersof the public represented at the meeting.
