FORT CALHOUN STATION, UNIT 1 - REVIEW OF THE UPDATED SAFETY ANALYSIS REPORT (CAC NO. MF7157)

This memorandum documents the in-office review of the periodic update of the Updated Safety Analysis Report (USAR) for Fort Calhoun Station, Unit 1 (FCS), dated December 9, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15349A873). The update was submitted by Omaha Public Power District (OPPD, the licensee) in accordance with Section 50.71(e) of Title 10 of the Code of Federal Regulations.

OPPD follows the guidance of Nuclear Energy Institute (NEI) 98-03, Revision 1, Guidelines for Updating Final Safety Analysis Reports, and NEI 99-04, Revision 0, Guidelines for Managing NRC Commitment Changes.

This revision includes changes made to the USAR during the period from June 14, 2014, through December 4, 2015. The review of USAR changes was conducted as required by the Division of Operating Reactor Licensing (DORL) Handbook and the memorandum dated December 20, 2015, FSAR [Final Safety Analysis Report] Working Group Recommendations for Project Manager Reviews of 10 CFR 50.59(d)(2) and 50.71(e) Submittals (ADAMS Accession No. ML15341A245; non-public internal information). In accordance with the memorandum dated December 20, 2015, the review was a desktop review of approved licensing actions only:

The PMs would verify FSARs are updated to reflect approved licensing amendments only (e.g., changes to the design basis as described in the FSAR that require prior NRC approval). Other FSAR updates (e.g., inspection findings, commitment changes, licensee event reports (LERs)) that did not require prior NRC approval would be verified during the regional and resident inspection activities, as noted above.

R. Pascarelli License Amendment Nos. 275 through 284 were issued during the period. These amendments were reviewed for impacts on the USAR and against Attachment 1, Changes, Tests, and Experiments Performed Pursuant to 10 CFR 50.59, to the licensees letter dated December 9, 2015. The following amendments that resulted in modifications to the USAR were identified:

• Amendment No. 275, dated June 16, 2014, Transition to a Risk-Informed, Performance-Based Fire Protection Program in Accordance with 10 CFR 50.48(c).

• Amendment No. 276, dated August 7, 2014, Plant-Specific Leak-Before-Break Analysis.

• Amendment No. 282, dated June 30, 2015, Revising Method for Controlling Raw Water Intake Cell Level.

• Amendment No. 283, dated August 10, 2015, Adopt American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section III, as an Alternative to the Current Code of Record.

A sample of USAR changed pages was compared with the license amendments for accuracy.

No deficiencies were noted.
