Five attendees provided comments. The first commenter was from NEIS and raised two issues: (1) urged "public officials at all levels to plan and establish economic mitigation funds to prepare for the negative consequences of the abrupt loss of tax revenue and jobs" when a plant closes suddenly as Zion did in 1997 and (2) "Analysis of socio-economic impacts are incomplete. No analysis of impacts of early or unexpected closure are considered. The next three commenters spoke about the positive impacts of the plant. The fifth commenter was from NEIS and briefly commented on the impacts of high level waste. Next Step: NRC staff will address the comments received during the meeting in the final SEIS, expected to be published later in 2016.

U.S. Nuclear Regulatory Commission Public Meeting Summary Title: Public Meeting to Discuss Draft Supplement 57 to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants Regarding LaSalle County Station, Units 1 and 2 (TAC NOS. MF5567 AND MF5568)

Meeting Identifier: 20160201 Date of Meeting: Tuesday, March 22, 2016 Location: LaSalle County Emergency Operations Center, Ottawa, Illinois Type of Meeting: Category 3 Purpose of the Meeting(s):

To discuss the preliminary findings of, and receive public comments on, the draft supplemental environmental impact statement (SEIS) regarding the proposed renewal of the operating licenses for LaSalle County Station, Units 1 and 2 (LSCS).

General Details:

The NRC held a meeting to accommodate interested persons from 7:00 - 8:00 p.m. Central Time on March 22, 2016. Three NRC staff members were present. The meeting began with Mr. David Drucker introducing NRC staff in attendance and on the phone, discussing meeting ground rules, and providing a presentation on the license renewal process and the findings in the draft SEIS. The presentation emphasized that the review process was not yet complete and comments were welcome on the draft SEIS. Next, there was a question and answer period on Mr. Druckers presentation. Finally, there was the comment portion of the meeting in which some attendees provided comments.

Seventeen people attended the meeting (including 3 NRC staff). One attendee asked several questions that were responded to by Mr. Drucker. Four attendees provided comments.

Meeting attendees included one local elected official, a representative from Illinois Department of Natural Resources, a representative from Illinois Clean Energy Coalition, two representatives from Nuclear Energy Information Service (NEIS), one local property owner, and eight representatives of Exelon Corporation, the owner and operator of LSCS. The attendees are identified below.

The meeting consisted of four parts. In the first part Mr. Drucker introduced the NRC staff in attendance and on the phone and discussed the meeting ground rules. Next, Mr. Drucker discussed: (1) the NRCs regulatory role, (2) the preliminary findings of the environmental review as described in the draft SEIS, and (3) the current schedule for the remainder of the environmental review and how comments can be submitted. The third part was a question and answer period on the material Mr. Drucker presented. The fourth part was a public comment period.

Public Participation:

Five attendees provided comments. The first commenter was from NEIS and raised two issues:

(1) urged public officials at all levels to plan and establish economic mitigation funds to prepare for the negative consequences of the abrupt loss of tax revenue and jobs when a plant closes suddenly as Zion did in 1997 and (2) Analysis of socio-economic impacts are incomplete. No analysis of impacts of early or unexpected closure are considered. The next three commenters spoke about the positive impacts of the plant. The fifth commenter was from NEIS and briefly commented on the impacts of high level waste.

Next Step:

NRC staff will address the comments received during the meeting in the final SEIS, expected to be published later in 2016.
