VERIFICATION LETTER OF THE APPROVAL VERSION OF WESTINGHOUSE ELECTRIC COMPANY TOPICAL REPORT WCAP-16996-P/WCAP-16996-NP, VOLUMES I, II, AND III, REVISION 1, REALISTIC LOSS-OF-COOLANT ACCIDENT EVALUATION METHODOLOGY APPLIED TO THE FULL SPECTRUM OF BREAK SIZES

Dear Mr. Gresham:

By letter dated October 2, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17277A131), Westinghouse Electric Company (Westinghouse) submitted an approval (-A) version of topical report (TR) WCAP-16996-P/WCAP-16996-NP, Volumes I, II, and III, Revision 1, Realistic Loss-Of-Coolant Accident [(LOCA)] Evaluation Methodology Applied to the Full Spectrum of Break Sizes (FULL SPECTRUMTM LOCA (FSLOCATM) Methodology), to the U.S. Nuclear Regulatory Commission (NRC) staff.

Westinghouse has done so in accordance with our request to publish approval proprietary and non-proprietary versions of this TR, as detailed in the transmittal letter of the NRC staffs revised final safety evaluation (ADAMS Accession No. ML17226A225) for the WCAP-16996-P/

WCAP-16996-NP, Volumes I, II, and III, Revision 1.

The NRC staff has completed its review of the approval version of the TR. The NRC staff verified that Westinghouse has met the requirements and determined that the submitted - A versions are acceptable for referencing in licensing applications for nuclear power plants to the extent specified, and under the limitations delineated in the accepted versions of the TR.

WCAP-16996-P/WCAP-16996-NP, Volumes I, II, and III, Revision 1, is now approved for use in future licensing actions.
