NUREG-2215, STANDARD REVIEW PLAN FOR SPENT FUEL DRY STORAGE SYSTEMS AND FACILITIES The purpose of this memorandum is to provide the Advisory Committee on Reactor Safeguards (ACRS) a copy of draft NUREG-2215, Standard Review Plan for Spent Fuel Dry Storage Systems and Facilities (Agencywide Documents Access and Management Systems Accession No. ML17310A693). The U.S. Nuclear Regulatory Commission (NRC) staff published draft NUREG-2215 in the Federal Register (82 FR 52944) for public comment on November 15, 2017. NUREG-2215 is provided to the ACRS in preparation for a meeting of the ACRS Subcommittee of Materials, Metallurgy & Reactor Fuels with the NRC staff on April 4, 2018.

Draft NUREG-2215 consolidates review guidance information contained in NUREG-1536, Standard Review Plan for Dry Cask Storage Systems, and NUREG-1567, Standard Review Plan for Spent Fuel Dry Storage Facilities, as well as guidance from Interim Staff Guidance documents that have been issued to address emergent issues related to dry storage systems and facilities. NUREG-2215 provides guidance for a dry storage system in use at a general license facility, and for a dry storage facility that is either an independent spent fuel storage installation or a monitored retrievable storage installation under a specific license, as codified in Title 10 of the Code of Federal Regulations Part 72, Licensing Requirements for the Independent Storage of Spent Nuclear Fuel and High-Level Radioactive Waste, and Reactor-Related Greater then Class C Waste.
