Dear Ms. Fisher:
This letter refers to the inspection and investigation conducted from September 25, 2015, to February 17, 2017, at the Fort Calhoun Station. T he purpose of the inspection and investigation was to determine if willful security-related violations of NRC requirements occurred at the station. The enclosed report presents the results of this inspection and investigation.
The NRC inspectors discussed the results of this inspection and investigation with you and other members of your staff on February 17, 2017. Based on the results of the inspection and investigation, the NRC has determined that two Severity Level IV violations of NRC requirements occurred.
Because Fort Calhoun Station initiated condition reports to address these issues, these violations are being treated as non-cited violations (NCVs), consistent with Section 2.3.2.a of the Enforcement Policy. These NCVs are described in the subject inspection report. Further, the inspection report documents a licensee-identified violation which was determined to be of very low security significance.
The NRC is treating this violation as an NCV consistent with Section 2.3.2.a of the Enforcement Policy. If you contest the violations or significance of these NCVs, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Contml Desk, Washington DC 20555-0001, with Enclosures transmitted herewith contain Sensitive Unclassified Non-Safeguards Information.
