Dear Mr. Forbes:

On March 30, 2006, the U.S. Nuclear Regulatory Commission (NRC) completed an inspectionat your Arkansas Nuclear One, Units 1 and 2 facility. The enclosed inspection reportdocuments the inspection results, which were discussed on March 30, 2006, with Mr. T. Mitchell, General Manager, Plant Operations and other members of your staff.This inspection examined activities conducted under your license as they relate to safety andcompliance with the Commission's rules and regulations and with the conditions of your license.

The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.This report documents one NRC-identified finding of very low safety significance (Green). Thisfinding was determined to involve a violation of NRC requirements. However, because of thevery low safety significance and because it is entered into your corrective action program, the NRC is treating this finding as a non-cited violation (NCV) consistent with Section VI.A.1 of the NRC Enforcement Policy. If you contest the NCV, you should provide a response within30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN.: Document Control Desk, Washington DC 20555-0001; with copies to the Regional Administrator Region IV; the Director, Office of Enforcement, United Entergy Operations, Inc.-2 Document transmitted herewith contains . In accordance with 10 CFR 2.390(b)(1)(ii), the NRC iswaiving the affidavit requirements for your response.The material enclosed herewith contains Safeguards Information as defined by 10 CFR 73.21and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended. While we are fully committed to our goal of ensuring openness in our regulatory process, wemust balance that goal with the more immediate need of ensuring the continued safety andsecure operation of nuclear facilities and the protection of nuclear materials in our country.
