OnFebruary4,2000,theNuclearEnergyInstitute(NEI)providedtheNRCstaffwithitsproposedsteamgeneratorgenericchangepackagewhichwaspreparedundertheindustry initiativeNEI97-06.AtthetimeoftheIndianPointUnit2steamgeneratorfailurewhich occurredFebruary15,2000,NRCandNEIhadmadesignificantprogresstowarddevelopinga revisedregulatoryframeworkforassuringsteamgeneratorintegritybasedonNEI97-06.As youareaware,thestaffsuspendeditsreviewofNEI97-06asaresultofregulatoryactivities associatedwiththeIndianPointUnit2steamgeneratortubefailure.OnDecember11,2000,NEIsubmittedarevisedIndustrySteamGeneratorProgramLicenseChangePackage.Asyoustatedinyourletter,therevisedpackagesupercedestheearlier versioninitsentirety.WeplantoresumeworkonNEI97-06inthenearfuture.Afterwe completeourreviewoftherevisedgenericchangepackage,weplantoprepareasafety evaluationrelatedtotherevisedsteamgeneratorregulatoryframework.Thissafetyevaluation willprovidebackgroundontheexistingregulatoryframeworkandthereasonswhyitneedsto berevised.Thesafetyevaluationwillcontainatechnicalevaluationoftheproposednew regulatoryframework.TheNRC'sSteamGeneratorActionPlan,whichisavailableonthe Internetatwww.nrc.gov/NRC/REACTOR/IP/index/html,hasamilestonedateofJuly1,2001,forthepublicationforpubliccommentofthesafetyevaluationofNEI97-06.AnNRC/NEIseniormanagementmeetingisscheduledforFebruary16,2001.AtthismeetingwewillbediscussingrecentNRCandindustrysteamgeneratorrelatedactivitiesandtheir implicationsforthereviewofNEI97-06.Wewillalsodiscussthereviewschedule.
