OFMARCH22,2001NRC/INDUSTRYMEETINGOFTHENEIRISK-INFORMEDTECHNICALSPECIFICATIONTASKFORCENRCstaffmetwiththeNEIRisk-InformedTechnicalSpecificationTaskForce(RITSTF)onMarch22,2001,from9:30am-12:30pm.ThemeetingagendaisprovidedinEnclosure2and theattendeelistisinEnclosure3.TheNRCstaffdiscussedthestatusofthereviewofTSTF-358(Initiative2)whichconcernsrequirementsrelatedtomissedsurveillances.Thestaffdiscussedthepotentialneedfor interactionwiththeRisk-InformedLicensingPanelandthestaff'scommitmenttoprovidetheFederalRegisterNoticepackagetotheAdvisoryCommitteeonReactorSafeguardsandtotheNRCRegionalOfficesforinformationpriortopublicationofthepackageintheFederalRegister forpubliccomment.Thestaffstatedthattheybelievedtheycouldhavetheproposedchanges publishedintheFederalRegisterforcommentinMay2001.Theindustryrepresentativescommentedthatthefasterthepackagecouldbepublishedforcomment,thebetterforthemto beabletodemonstratethesuccessoftheRITSTFactivities.Thestaffagreedbutstatedthatit wasbettertoflushoutstakeholderconcernsearlyintherisk-informedtechnicalspecification processbecausethelaterinitiativeswouldinvolvegreatercomplexity.RepresentativesfromtheNuclearEnergyInstitute(NEI)statedthattheywerepreparinga"whitepaper"ontheRITSTFinitiativesandthattheRITSTFmemberswerereviewingthe paper.NEIstatedthattheyhopedtoprovidethepapertotheNRCstaffinMay2001for informationanddiscussion.ThegroupdiscussedTSTF-359(Initiative3)concerningmoderestraintflexibility.TheNEITechnicalSpecificationTaskForce(TSTF)hadrecentlysubmittedRevision5ofTSTF-359to thestaffforreview.NEIsuggestedthatthegroupscheduleameetingearlyinthesummerto discussthechangesinthisrevision.NEIalsosuggestedthatthegroupmightbenefitfroma broaderNRCaudienceatsuchameeting.NEIstatedthatTSTF-359containssome techniquesthatwillbebuiltuponinlaterinitiatives.TherewasabriefdiscussionofInitiative1relatedtosafeendstates.ThestaffhasbeenreviewingtopicalreportsfromboththeCombustionEngineeringOwnersGroupandtheBoiling WaterReactorOwnersGroup(BWROG)onthissubject.Industryrepresentativesstatedthat theyexpectedaTSTFchangepackageforbothownersgroupstobesubmittedtothestaff withinaboutonemonthaftertheissuanceofthesafetyevaluationsforthetwotopicalreports.ThestaffdiscussedtherelativepriorityofTSTFchangepackagescurrentlyunderreviewthatwouldbeprocessedunderthestaff'sConsolidatedLineItemImprovementProcess(CLIIP).
Theprioritiesare(1)publicationofTSTF-358intheFederalRegisterforpubliccomment;(2)identificationofascheduleforthereviewofTSTF-359;and(3)publicationofTSTF-360 (requirementsforDCsources)intheFederalRegisterforpubliccomment.NEIpresentedtheindustry'sapproachtoInitiative4concerningthereplacementofthecurrentsystemoffixedcompletiontimeswithrelianceonaconfigurationriskmanagementprogram (CRMP).NEIstatedthattherewasbothanear-termandalong-termeffort.Thenearterm effortinvolvedamorepragmaticapproachwhichcouldbeimplementedunderthecurrent technicalspecificationruleandwithintheexistingtechnicalspecificationframework.Thenear-Enclosure1 2termeffortinvolvesimplementingaCRMPwitha"backstop"ornot-to-exceedcompletiontime.NEIstatedthatworkisunderwayandthattheeffortissplitintothreeareas:(1)workonthe developmentofthetechnicalspecificationframeworkandbackstop;(2)workonthe requirementsfortheanalysisperformedundertheCRMP;and(3)workonachievable backstopsorupperlimits.NEIstatedthatthecurrentscheduleforthenear-termeffortisto submitaTSTFchangepackagebytheendof2001.OneoftheissuesassociatedwithInitiative4ishowtoaddressPRAquality.NEIindicatedthatsomeareasthatpresentdifficultyaretheinclusionofanalysisforshutdownmodesandfor externaleventsandthatthesearebeinglookedinto.NEIdiscussedthelong-termeffortunderwayrelatedtoInitiative4whichisundertheguidanceoftheexecutivelevelworkinggroupandrepresentsamoreprofoundchangethatwouldrequire rulemakingfor10CFR50.36.Thiseffortwouldchangethefundamentalformatoftechnical specificationsandreplaceequipmentconfigurationprovisionswithriskmetricmanagement.
NEIstatedthatthiseffortwasnotasfaralonginscheduleplanningandwouldbediscussedin moredetailinthewhitepaperthatNEIwaspreparing.NEIalsostatedthattheythoughtthat thisconceptwouldgoalongwaytowardestablishingatechnicalspecificationframeworkfor futureplants.ThegroupdiscussedthesynergismbetweenInitiative4andInitiative7concerningtheimpactofnon-technicalspecificationsupportsystemsontechnicalspecificationLimitingConditionsfor Operation.NEIstatedthataTSTFchangepackageforInitiative7willbesubmittedfirstand thatInitiative4willbelimitedtorequirementsassociatedwithequipmentwhileInitiative7will addresssupportandsupportedsysteminteractions.NEIindicatedthatworkwasunderwaytodevelopInitiative7andthatitwasbeingmodeledafterTSTF-372relatedtochangesinrequirementsforsnubbers.NEIalsoindicatedthatthe currentworkbeingdonetodevelopacomprehensivedefinitionofthetermunavailabilitywasimportanttotheworkonInitiative7.ThegroupbrieflydiscussedInitiative5bregardingtherelocationofsurveillancefrequenciestoalicensee-controlledprogramoutsideofthetechnicalspecifications.Thesurveillance requirementsthemselveswouldremaininthetechnicalspecificationsandwouldsimplyreferto theprogramforthesurveillancefrequency.RepresentativesoftheBWROGindicatedthatthey wereveryinterestedinthisinitiativeandthattheyintendedtobeginworkonthisinitiativeand coordinatetheireffortswiththeotherownersgroupsthroughNEI.Initiative5aregardingthe relocationofsurveillancerequirementsnotrelatedtosafetyiscurrentlybeingworkedbythe TSTF.WithregardtoInitiative6concerningrequirementsrelatedtoLCO3.0.3,thestaffindicatedthatitisreviewingareportsubmittedbytheCEOGandexpectstocompleteitsreviewthissummer.WithregardtoInitiative8concerningtheremovalorrelocationofnonsafetysystemsandnonrisksignificantsystemsoutoftechnicalspecifications,NEIstatedthatitisconsideringsplitting thisinitiativeintotwoparts.Onepartwouldtoaddressanoptionthatwouldnotrequire rulemakingbutwouldrelyonre-analyzingtheriskassociatedwithsystemsthatwereretainedin technicalspecificationsunderCriterion4of10CFR50.36(c)(2)(ii).Thesecondpartwould Enclosure1 3requirerulemakingtoallowsystemsoflowsafetysignificancetoberemovedfromtechnicalspecificationseveniftheymetCriterion1,2,or3of10CFR50.36(c)(2)(ii).Duringdiscussionofthevariousinitiativesunderconsideration,thestaffindicatedthatitbelievedthatthecurrentguidancerelatedtorisk-informedtechnicalspecificationchanges, RegulatoryGuide1.177,maynotbesuitabletoaddressthecurrentgroupofinitiativesbeing proposedbytheindustryandthatsomethoughtshouldbegiventorevisingoreliminatingthe currentguidance.Finally,thegroupagreedtomeetagainonMay24,2001,whenNEIwouldpresentthewhitepaperonthecollectivesetofRITSTFinitiatives.
