Submittal of Scoping Comments for the Plant-Specific Environmental Impact Statement for the PG&E Diablo Canyon Power Plant License Extension Application (Docket ID NRC-2-23-0192)

Dear Ms. Conway As San Luis Obispo Countys Third District Supervisor, whose district includes the Diablo Canyon Power Plant (DCPP), I appreciate the opportunity to submit scoping comments for the DCPP plant-specific supplement to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants.
Dear Ms. Conway
The DCPP generates approximately 9% of Californias in-state generation and 17 percent of Californias zero-carbon electricity.

In addition, the power plant provides over 1,000 head of household jobs. This is extremely important for a beautiful coastal community, where the development of these jobs is difficult. Extended operations of the DCPP, will provide a continued supply of greenhouse gas free electricity and economic benefits to the County.

Submittal of Scoping Comments for the Plant-Specific Environmental Impact Statement for the PG&E Diablo Canyon Power Plant License Extension Application (Docket ID NRC-2-23-0192)

Dear Ms. Conway As San Luis Obispo Countys Third District Supervisor, whose district includes the Diablo Canyon Power Plant (DCPP), I appreciate the opportunity to submit scoping comments for the DCPP plant-specific supplement to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants.

To assist in the development of the plant-specific supplement to the Generic Environmental Impact State for nuclear power plant license renewal, I offer the following comments.

1.

In July 2023, the County issued a Draft Environmental Impact Report (EIR) for DCPP decommissioning. This document includes environmental analyses in numerous issue areas including:

County of San Luis Obispo Government Center 1055 Monterey Street l San Luis Obispo, CA 93408 l (P) 805-781-4336 l (F) 805-781-1350 info@slocounty.ca.gov l slocounty.ca.gov Air Quality Biology - Marine and Terrestrial Cultural Resources, including Tribal Cultural Resources and Historic Resources Geology Greenhouse Gas Emissions Hydrology Public Services and Utilities, and Transportation Given that the analyses were recently conducted, the information is current and would be helpful in preparing the EIS plant-specific supplement. The Draft EIR is available on the County's Planning and Building Department website at:

www.slocounty.ca.gov/DCPPDecom.

2.

As part of California Senate Bill 846, which provided a path for extended operations of the DCPP, PG&E was required to prepare an updated seismic assessment. The assessment was completed last January and can be provided by PG&E. This updated assessment would also be helpful in preparing the EIS supplement.

Thank you again for the opportunity to comment. Should you have any questions, please do not hesitate to contact me at 805-781-4336 or dortizlegg@co.slo.ca.us or Susan Strachan, Power Plant Decommissioning Manager at 805-788-2129 or sstrachan@co.slo.ca.us.

Sincerely, Dawn Ortiz-Legg Third District Supervisor San Luis Obispo County
