Dear Mr. Eisenhut:

In your letter dated January 4, 1984, you requested our plans for assuring that the Perry Nuclear Power Plant (PNPP) has been designed and constructed in accordance with regulations and Safety Analysis Report commitments.

As a

. result of your letter, we met with members of your staff and of the Quality Assurance Branch, Office of Inspection and Enforcement (I&E) on March 12, 1984.

During that meeting, we presented the programs which are underway and those already completed which address design and construction assurance for PNPP.

The programs discussed included Quality Assurance programs and Engineering Design Verification programs.

In the area of Quality Assurance, we discussed Design Control Audits, the Inpo-Self-Initiated Evaluation, the Region III Special Inspection results, the Construction Assessment Team Inspection results, and the future Inpo Phase II review.

In the area of Engineering Design Verification we discussed the completed Design Verification of Raceway and Cable Routing, and Piping Design Review programs.

We also described a Third Party Review of System Functional Capability, our FSAR Verification and Commitment Tracking, and the As-Built Drawing programs which are in progress.

Af ter reviewing our presentation, members of the I&E staf f related the history and future plans for Design Assurance Programs.

They stated that the Quality Assurance Branch in I&E has assumed responsibility for these programs.

Their assessment of the programs we discussed was positive and they requested a submittal on the Piping Design Review and the System Functional Capability Review when completed.
