This exemption would be consistent with the licensing bases for Catawba as these two gentlemen meet or exceed the experience requirements of Regulatory Guide 1.8 and ANSI N18.1-1971 as comitted in the Catawba FSAR and approved by the staff in the Catawba SER. As shown on Attachment 1, these two individuals have 7 1/2 years of experience on site at Catawba. During this time the applicants were actively involved in preoperational testing and checkout, startup testing and operator training. We conclude that their backgrounds and experience constitutes an acceptable alternative to the requirements of the Denton letter and ES-109.
