State that vital area access controls will not be dropped for life threatening situations not involving public health and safety. Reference 10CFR50.54(x)and(y)andGenericLetter87-08(Q&A#3).

Provide a commitment that firearms and explosives detection equipment will l

j b6 used to search all individuals entering into a protected area.

Provide a commitment that if security force members leave the protected area to perform official duties subsequent to -their initial entry and search, they will be searched prior to re-entry into the protected area if they have not been under direct observation or accompanied by another member of the security force.

4 Provide a statement that only bona fide federal, state, and local law enforcement personnel on official duty are exempt from the required equip-ment searches upon entry to the protected area. Delete the provision for on-duty Nuclear Security Force members, high level management officials including Company directors, and individuals with documented medical disorders, Reference 10 CFR 73.55(d)(1).

Provide a commitment that an access authorization system will be established to limit unescorted access to vital areas during nonemergency conditions to those individuals required to perform specific duties. Reference 10 CFR 73.55(d)(7)(i).

Provide a commitment that a current authorization access list will be established for each vital area. Reference 10 CFR 73.55 (d)(7)(1)(A).

Provide a commitment that vital area access lists shall be updated and reapproved by the cognizant manager / supervisor at least every 31 days.

8.

Provide a commitment to positively control, in accordance with the current aoproved access lists, all points of personnel and vehicle access to vital areas. Reference 10 CFR 73.55(d)(7)(1)(B).

9.

Provide a commitment that in the case of an individual's involuntary termina-tion for cause, the individual's unoscorted facility access will be revoked, and i' identification badge and other entry devices shell be retrieved prior to tir simultaneously upon notification of termination.

10. Provide a commitment to ensure prompt access to vital equipment to accommodate the potential need for rapid ingress or egress of individuals during emergency conditions or situations.

Indicate how this prompt access will be ensured (e.g., by issuing override keys to appropriate operators and security force members at the start of each shift, or by other acceptable means.) Reference 10CFR73.55(d)(7)(ii)andGenericLetter87-08(Q&A#6).

11. Provide a commitment to periodically (annually) review physical security and contingency plans and procedures to evaluate their potential impact on plant and personnel safety.

12. Provide a commitment that all keys, locks, combinations, and 'related access control devices used to control access to protected and vital areas shall be changed or rotateo'at least every 12 months or whenever there is evidence or suspicion that any of these devices may have been compromised.

13. Provide a commitment that whenever an individual's unescorted access is revoked due to lack of trustworthiness, reliability, or inadequate work performance, keys, locks, combinations, and related access control devices to which that person had access shall be changed or rotated.
