.1.0 - - PURPOSE -

1.1 To communicate the Standard for controlling access to the Unit 1 Transformer Yard, thereby minimizing the quantity of vehicles and materials stored in the Transformer Yard.

2.0 APPLICABILITY 2.1 This procedure applies to all personnel accessing or storing materials or vehicles in the Unit i Transformer Yard.

4.1-Director, Unit Operations - Responsible for authorizing the storage of materials in the Unit 1 Transformer Yard.

1 4.2 Operations Manager _- Responsible for reviewing requests for the storage of materials and for enforcing the requirements of this expectation.

4.3 Shift Manager - Responsible for authorizing and controlling vehicle access in and out of the Unit 1 Transformer Yard.

~ 5.0 PRECAUTIONS 5.1 Special precautions must be taken while working in the transfctmer yard to protect

. power availability. This may include erecting caution signs or physical barriers near

- the work, or pre-job briefings.

5.2.

The transformer yard is not to be used as a laydown area. Only material to be used for a specific job in the transformer yard should be stored in the transformer yard.

5.3 The transformer yard access gates should be locked at all times except when specific permission has been granted by the Shift Manager to open the gates. The dp gates should be maintained closed following entry to or exit from the Transfarmer Yard.

or other vehicles working on, or in the vicinity of, on-site transmission lines.

5.5 Personnel accessing the transformer yard shall comply with the requirements shown on facility fences for personnel access.

- 5.6 The Transformer Yard is critical to shutdown risk assessment and must be maintained free of unnecessary vehicles and equipment.-

6.0 INSTRUCTIONS 6.1-Vehicular Access Control 6.1.1 All vehicular traffic in and out of the Transformer Yard must be approved by the Shift Manager and logged on Attachment 1.

6.1.2 The gates must be maintained locked except when opening or shutting the gates for egress to and from the Transformer Yard.

6.2 Material Storage 6.2.1 Storage of materials and equipment in the Transformer Yard must be g-Q reviewed by the Operations Manager and approved by the Directer, Unit.

Operations PRIOR to such storage occurring.

6.2.2 Following Operations Manager review and approval, material storage in the

. Transformer Yard shall be logged on Attachment 2.
