Gentlemen:

This refers to the inspection conducted by Messrs. D. R. Carpenter,

H. F. Bundy, G. L. Mad.en, T. Reis, J. P. Clausner, E. Hildebrand,

D. D. Chamberlain, and other members of this office during the period

August 3-31, 1987, of activities authorized by NRC Operating License NPF-71 and

Construction Permits.CPPR-128 and CPPR-129 for the South Texas' Project, Units 1

and 2 and to the discussion of our findings with Mr. W. H. Kinsey and other

members of your staff at the conclusion of the inspection.

Areas examined during the inspection included receipt of Unit 1 Operating

License, Unit 1 initial core loading, training program for motor-operated

valves, SAFETEAM review, Unit 1 preoperational test status, standby diesel

generators, rod cluster control assembly drag testing, Unit 2 test program,

radiation alarm response, quality assurance program implementation, and site

tours.

During this inspection period, the resident inspectors provided

inspection support to the Region IV Security Inspectors for the completion of

the required NRR Manual Chapter 2513 inspection modules.

These efforts are

documented in NRC Inspection Report 50-498;499/87-43.

Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the NRC inspectors.

The inspection findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your z.ctivities were in

violation of NRC requirements.

Consequently, you are required to r.espond to

this violation, in writing, ir. accordance'with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations.

Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

We have also examined actions you have taken with regard to previously

identified inspection findings.

The status of these. items is identified in

paragraph 2 of the enclosed report.

The response directed by this letter and the accompanying' Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
