By letter dated July 30, 1986 (PY-CEI/NRR-0505 L) the Cleveland Electric Illuminating Company (CSI) notified the NRC that it had completed its qualification testing on silicone sealants. This notification fulfilled License Commitment 17 of FSAR Appendix 1B.
On August 11, 1987 members of the NRC staff met with representatives of CEI and reviewed Perry's final report, which demonstrated that the sealants will perform their intended function under normal and accident conditions for the life of the plant.            In addition, the ESF ventilation systems were inspected to determine representative 1y s. tere the scalants had been used on the systems.
The NRC reviewers found the qualification report acceptable, and agreed that the scalants were qualified for the 40 year life of the plant. The NRC reviewers then requested that CEI commit to some additienal requirements before issuing an SER on this subject.
To f acilite te issuance of the staf f's SER on sealant, CEI commits to the following:
a)    CEI will place the test specimen's in the plant in an area environmentally approximate to the ESF ventilation systems.
During each refueling outage, CEI will leak test these test specimens to determine if any degradation of the silicone has occurred. Since these specimens have already been aged to 40 years, this testing will determine how long past the 40 year qualified life the sealant is goc' for, and to provide a means of recognizing degradation. Since the sealant is already qualified for 40 years, failure of these test specimens during any future testing will not invalidate the results of the qualification report.
