DRAFT SER INPUT FOR UNP-2 (WASHINGTON PUBLIC POWER SUPPLY SYSTE!! - UNIT 2)

The WNP-2 FSAR was submitted in early 1978 Section 13.2 of the FSAR, on training, was revised in November 1979 (Amendment 7) and Section 13.3 on emergency planning was revised in June 1981 (Amendment 16). No other Chapter 13 sections have been revised since the FSAR was initially submitted in early 1978 He have made a quick comparison of FSAR Sections 13.1,13.2 and 13.4 with our Standard Review Plan and have noted that some of the required infomation has not been p-ovided. In addition, the applicant has modified its organiza-tion. We have also reviewed the applicant's recent response to NUREG-0737 items in LQB's areas of responsibility. The applicant has stated that he will meet the NRC position for items I.A.1.1 (Shift Technical Advisor). I.A.l.2 (Shift Supervisor Responsibility), I.C.2 (Shift and Relief Turnover Procedures),

I.C.3 (Shift Supervisor Responsibilities). I.C.4 (Control Room Access), I.C.5 (Procedures for Feedback of Operating Experience to Plant Staff) and I.C.6 (Guidance on Procedures for Verifying Correct Perfomance of Operating Activities).

However, he has not described how he plans to implement these positions. There-fore, we will need additional infomation on these items.

The draft SER input to DL was scheduled for October 12, 1981. With this date in mind, we requested that the applicant's management come to Bethesda to discuss its organization and other matters related to the LQB review. He prepared an agenda for the meeting and the LP!1 arranged for them to meet L

with us on August 26, 1981. We first asked the applicant to come in several weeks earlier - however, the applicant's Licensing lianager informed us that L

they were still working on their submittals to the NRC and amending the FSAR to reflect organization changes, etc. and would be better prepared by August 26.

The LPl! infomed us on August 13, 1981, that the WPPS Director, Nuclear Safety (whom I understand is the second in command in th'e WPPS nuclear organization) called to tell him that he was not satisfied with the infomation that his staff was preparing and that he could not be prepared by the August 26, 1981 meeting date to adequately address the agenda matters. which we discussed at the meeting.

The applicant informed us at the September 24, 1981 meeting that he is preparing a revised Section 13 of the FSAR that will reflect the revised organization and updated material in other areas that are impacted by the revised organization.

The target date for the submittal of the revised Section 13.1 is December 1,1981.

Therefore, because of the outdated infomation in Sectfon 13 of the WPPS Unit 2 i

FSAR,' and lack of infomation in the NUREG-0737 items in our area, we do not l

plan to prepare a draft SER for you from LQB for Sections 13.1, 13.2.2, 13.4 i

and 13.5 of the SRP.

.I We have told the applicant that we plan to perform our joint NRR/IE review at their home office and plant site in late flovember or early December 1981. In order for this review to accomplish its purpose, we need to get updated infoma-tion from the applicant before December 1,1981 for a late flovember trip. For a December trip, he will have to meet his December 1,1981 dpojected date.

The SER input to DL is scheduled for February 12,1982 (Bevell date). We intend to meet this date. However, in order for us to meet this date, the applicant cannot slip on his projected dates for getting us information.

He are available if the applicant has any questions on the infomation required and to clarify our position on any of our review items.
