REVIEW OF FINAL RULE FOR PART 20 REVISION Enclosed for review by Dr. Moe11er's Subcomittee (and the full Advisory Comittee, if desired) is the final version of the revision of the Comission's radiation protection standards in 10 CFR Part 20. The final rule incorporates public coments submitted on the January 9,1986, proposed rule.
i This package contains the final rule and the accompanying statement of considerations, i.e. it represents a Federal Register package. The statement describes the prior history of the rule, events that bear on the revision which have occurred since the proposed rule was published and also provides the NRC staff responses to the major coments on tne proposed rule. We have i
incorporated the detailed responses to public coments in the statement because, in many cases, they provide additional guidance or infonnation on the intent underlying various sections of the rule that will be useful to both licensees and NRC staff in implementing the regulation.
Because of the large number of public coments received, a separate coment resolution document was not prepared. We are also enclosing a comparative text that shows the present 1
Part 20, the final Part 20 revision, and the 1986 proposed rule, in order to ptnnit a section-by-section comparison to be made.
1 Concurrent with this request to you we are also providing this material to the Comittee to Review Generic Requirements (CRGR) to facilitate their review, Shortly, we will be sending the rule to NRC Program Offices for final office concurrence. Because of the extensive staff review already accomplished through the efforts of the interoffice working group and the management steering group, we anticipate no significant changes based on the office review. Because of the expedited schedule for this rulemaking, we would appreciate it if the Advisory Comittee could complete its review as early as possible as we are comitted to submit the rule to the Comission for approval near the end of June of this year.
If you have any questions concerning the scheduling of the review, or if the Advisory Comittee would like a briefing, please contact me (492-3750). We i
have requested that a subcomittee meeting to review the 10CFR20 revision be scheduled for May 31 and that this be included in the agenda of a full j
