In accordance with 10 CFR 50.4 (iv), I have enclosed the changes to the Physical Security Plan dated February 25,1994. This documentation, sealed in a separate envelope labed proprietary security information, is not intended for public disclosure as stipulated in 10 CFR 2.790 (d)(1).

Please consider this communication as fulfilling the 10 CFR 50.54p (2) requirement to report changes in the Security Plan. Since these changes do not reduce the effectiveness of the plan, we are implementing this improved plan in accordance with the provisions provided in 10 CFR 50.54p.
