NRC INSPECTION REPORT NOS. 50 338/97 01, 50-339/97 01

NOTICE OF VIOLATION

Dear Mr. O'Hanlon:

On February 22, 1997, the NRC completed an inspection at your North Anna Power

Station. The enclosed report presents the results of that inspection.

During the 6 week period covered by this inspection period, your conduct of

activities at the North Anna Power Station was generally characterized by

safety conscious operations. A violation was identified for not meeting the

requirements contained in 10 CFR 70.24.

The violation is cited in the enclosed Notice of Violation, and the

circumstances surrounding the violation are described in detail in the

enclosed report.

Please note that you are required to respond to this letter

and should follow the instructions specified in the enclosed Notice of

Violation when preparing your response. The NRC will use your response, in

part, to determine whether further enforcement action is necessary to ensure

compliance with regulatory requirements.

Based on the results of this inspection, the NRC review of your implementation

of Generic Letter 89-10 can be closed. However, we found that you had not

demonstrated the reliability of the methods which were used in determining

torque requirements for your butterfly valves, and this was considered a

weakness. This issue was satisfactorily addressed by the commitment stated in

your January 20, 1997, letter to the NRC. We will continue to inspect various

elements of your Motor Operated Valve program as part of our ongoing

inspection activities.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", a copy of

this letter and its enclosures will be placed in the NRC Public Document Room.
