BRIEF IN SUPR ET OF APPEAL The Atanic Safety and Licensing Doad Order dated November 19, 1979 treating PATRICIA L. STIEIIIN's letter of July 17,15r79 is erroneous for 3 reasons:
i      a denial of fair notice and due process; i               (2)       the Supplernental Notice of Intervention Procedures dated July 12, 1979 published in the Federal Register is defective in requiring Petitioners to state that they failed to file petitions for leave to inter-l -    vene pursuant to the Ibad's prior notices because of the restrictions in those
(1) the publication of notice in the FMieral Register only is a denial of fair notice and due process; i
        '      notices; the defective notices are tantar:Dunt to no notice and the requiranent of a statanent of prwf of intimidation by the restrictions in prior notices denies due process; (3)       PATRICIA L.
