RELIEF AUTHORIZATION FOR USE OF CODE CASE N-508-1 FOR ARKANSAS NUCLEAR ONE, UNITS 1 AND 2, RIVER BEND STATION, AND WATERFORD 3 STEAM ELECTRIC STATION (TAC NOS. M96105, M96106, M95831, AND M95873)

Dear Mr. Hagan:

By letters dated June 20, 1995 (GNRO-96/00071), and January 14 and May 12, 1997 (GNRO-97/00003 and 00042), you requested relief for Arkansas Nuclear One, Units 1 and 2, River Bend Station, and Waterford 3 Steam Electric Station, from the requirements of Section XI, " Rules for Inservice Inspection of Nuclear Power Plant Components," of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) for either the current or the new 10-year inservice inspection (ISI) interval in accordance with Paragraphs-50.55a(a)(3)(1) or (ii) of 10 CFR Part 50.

In the letters, you requested use. of Code Case N-508-1, " Rotation of Serviced Snubbers and Pressure Relief valves for the Purpose of Testing,Section XI, Division 1,"

for the four plants.

In the letter of June 20, 1996, you also requested approval of the use of Code Case N-508-1 for Grand Gulf Nuclear Station, linit 1 (GGNS).and we addressed the code case for GGNS in our letter of October 7, 1996.

As required by the regulations, the ISI for ASME Code Class 1, 2, and 3 components shall be performed in accordance with Section XI of the ASME Code and applicable addenda as required by 10 CFR 50.55a(g), except where specific written relief has been granted by the Commission pursuant to 10 CFR 50.55a(g)(6)(i). Or, as stated in 10 CFR 50.55a(a)(3), alternatives to the requirements of paragraph (g) may be used, when authorized by the Commission, if (i) the proposed alternatives would provide an acceptable level of quality and safety or-(ii) compliance with the specified requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.

In the attached Safety Evaluation, the staff concludes that your proposed alternative to use ASME Code Case N-508-1 for rotation of serviced snubbers

and pressure relief valves for the sole purpose of testing in lieu of ASME Section XI Code requirements, for the current or the new 10-year ISI interval for the four plants, is authorized by law, pursuant to 10 CFR 50.55a(3)(a)(i).

This is based on the determination by the Commission, as stated in the
