- 1.0 PURPOSE i

The purpose of this procedure is to describe the actions necessary to acti-vote the Public Alert and Notification System, which includes the Vehicular Alert and Notification System (VANS), the Airborne Alert System, Emergency Broadcast System (ESS).

This procedure is activated at-the Alert level and upon staffing the NHY Offsite Response Organization with the NHY Offsite

Response Director, Public Notification Coordinator and Communication Coordinator.

2.0' RESPONSIBILITIES 2.1 The Public Notification Coordinator is responsible for a timely and coordinated activation of the Public Alert and Notification Systes, development of'EBS' messages, and coordination of E8S messages with New Hampshire.

l 2.2 The Communication Coordinator is responsible for siren activation from the NHY Offsite Response EOC during an emergency, verification of the operability of the EBS radio station, verification of EBS activation and operation of the remote prograaning unit should it become necessary.

2.3 The NHY Offsite Response EOC Contact has the responsibility, upon direction of the Short Ters Emergency Director, to dispatch VANS vehicles immediately at an Alert or higher emergency classification level.

- 3.0 PRECAUTIONS Prior to activation of the Public Alert and Notification System, including EBS, authorization from the Governor of Hassachusetts or his designee is' 4

required.

You will be told when it is safe to harvest and market your fruits and vegetables.

Personal Safety State authorities are monitoring the area.

They will tell you when it is safe to work your farm again or resume your food marketing operations.

If you have been told you may cultivate your land, you should:

ACTIVATE THE BEACH $1RENS IN THE PUSLIC ADDRESS MODE USING A CASSETTE TAPE 1.

Monitor the radio frequency by pressing the monitor button on the micro-phone or the remote. Verify that there is no communication or tones being transmitted on the channel, before pressing the play button.

2.

Insert the key into the encoder arming switch and turn it clockwise until it stops.

This will are the encoder.

3.

Momentarily press and release the. power button on the tape deck to turn it on.

4.

Make sure the proper tape is installed jn the tape deck.

NOTE Make sure the tape is labeled GENERIC ALERTING MESSAGE or BILINGUAL BEACH CLOSURE MESSAGE.

Momentarily press and release the rewind button on the tape deck.

After the tape is rewound, press the play button on the tape deck.- This will start the tape playing which in turn will activate the transmitter and start broadcasting the tones and announcement required.

7.

View the s'tstus sep to confirm that the sirens are activating correctly.

If there is a problem, perform the problem procedure that is on page 6.

After the tape is completed, it will stop automatically.

NOTE To cancel (deactivate) the sirens and to clear status, map, perfore the following.

Arm the encoder.

Momentarily press and release the "CLR" button.

Momentarily press and release the "ALL" button.

Momentarily press and release the "SENO" button.

CLEARING AND REPORTING A FALSED 8!REN i

Once a phone call is received about a siren that is falsed, perform the following steps.

(

' 1.

Obtain the name of the caller that is reporting the falsing.

2.

Obtain the phone number of the caller.

l 3.

Obtain a description of the siren malfunction from the caller.

4.

Obtain the time of the occurrence from the caller.

5.

Obtain the location of the siren affected from the caller.

6.

Monitor the radio frequency by pressing *the monitor button on the 1

microphone or the remote. Verify that there is no communication or control tone being transmitted on the channel before sending tones.

7.

Insert the key into the encoder arming switch and turn it clockwise until it stops.

This will are the encoder.

8.

Momentarily press and release the "CLR" button.

Momentarily press and release the "ALL" button.

10.

Momentarily press and release the " SEND button.

11.

Turn the encoder -arming key counterclockwise and remove the key.

This will disarmtyencoder.
