At an NRC open meeting held in Denver on November 3 and 4,1978, the NRC requested that PSC submit a report on the results of the below 70 percent fluctuation testing for NRC review (See Reference (1) ).

Attached for your. review is General Atomic Report GA-C15767, " Investigations of the Fort St. Vrain Cycle 2 Reactor Fluctuations through October 26, 1979." This report analyzes the Cycle 2 fluctuation testing results performed prior to the installation of the region constraint devices at reactor power levels up to 70 percent. These results were previously discussed with the NRC at a meeting held at Fort St. Vrain on November 20, 1979.

Cycle 2 fluctuation testing at reactor power levels up to 70 percent with the region constraint devices installed was performed in November 1980. The results of these tests are presently being analyzed and will be forwarded to the NRC when the written report becomes available.
