Attached is the Discharge Monitoring Report for the Hope Creek Generating Station for the month of December 2004.

This report is required by and prepared specifically for the Environmental Protection Agency (EPA) and the New Jersey Department of Environmental Protection (NJDEP).

It presents only the observed results of measurements and analyses required to be performed by the above agencies. The choice of the measurement devices and analytical methods are controlled by the EPA and the NJDEP, not by the company, and there are limitations on the accuracy of such measurement devices and analytical techniques even when used and maintained as required. Accordingly, this report is not intended as an assertion that any instrument has measured, or that any reading or analytical result represents the true value with absolute accuracy, nor is it an endorsement of the suitability of any analytical or measurement procedure.

LR-E05-001 3 NJPDES DMR EXPLANATION OF CONDITIONS December 2004 The following explanations are included to clarify possible deviation from permit conditions.

General - The columns labeled "No. Ex" on the enclosed DMR tabulate the number of daily discharge values outside the indicated limits.

Data reporting and accuracy reflect the working environment, the design capabilities and reliability of the monitoring instruments and operating equipment.

Deviations from required sampling, analysis monitoring and reporting methods and periodicities are noted on the respective transmittal sheet.

Results reported on the Discharge Monitoring Report forms are consistent with permit limits, data supplied from contract laboratories, the December 1993 revision of the NJDEP DMR Instruction Manual and specific guidance from DEP personnel.

Explanation of Exceedances December 2004 The following exceedances are included in the attached report and explained below.

DSN No.

EXPLANATION 462B On December 8, 2004 PSEG Nuclear LLC obtained a required effluent sample from the sewage treatment plant. The analytical results from this sample indicated that the weekly average limitation for Biological Oxygen Demand (BOD), 45 mg/I, had been exceeded. The reported value for BOD was 52 mg/I.

The sewage treatment discharges via DSN 462B and commingles with the cooling tower blowdown before discharging to the Delaware River via DSN 461A.

It cannot be determined when the discharge began, when it actually ended or what the total volume discharged was. Three additional samples were taken on December 27, 28 and 2 9th, and analyzed for BOD. All three results were well below the permit limit.

While the exact cause of the exceedance could not be determined, it is believed to be the result of normal seasonal changes combined with the use of a temporary power source that was providing power to the sewage treatment plant at the time. Temporary power was being used due to a fire in the substation that normally provides power to the plant. Temporary power was being supplied by a portable diesel generator, which needed to be shut down for refueling once every twenty-four hours. These intermittent shut downs could have disrupted the normal biological activity and contributed to the exceedance. Permanent power was restored to the plant during the third week of December.

The threat to human health or the environment was determined to be very low as the effluent commingles with the cooling tower blowdown prior to ultimately discharging to the Delaware River.

Due to the exceedance of the weekly average limitation for Biological Oxygen Demand (BOD) during the monitoring period, three additional samples were taken to insure the sewage treatment plant was back in compliance with the permit limitation. These samples were also analyzed for Total Suspended Solids (TSS). All the analytical results for both BOD and TSS are reflected on the reporting form.
