This letter is to inform you of a Category 1 public meeting to conduct a Regulatory Conference, which has been scheduled for July 25, 2012, at 9:00 a.m. Eastern Standard Time (EST). The enclosed meeting notice provides additional details. The purpose of this Regulatory Conference, scheduled at your request, is to discuss the safety significance of one preliminary White finding associated with one Apparent Violation that was documented in NRC Inspection Report 05000259/2012007, 05000260/2012007, and 05000296/2012007 (ML12150A219). The findings dealt with the failure to adequately perform an evaluation of training needs for implementation of four new Safe Shutdown Instructions as required by procedure NPG-SPP-09.3 Plant Modifications and Engineering Change Control. This resulted in the systems approach to training not being properly performed to implement the procedures and the plant operators not able to satisfactorily perform the procedures.
