Dear Mr. McKenna:

Arizona Public Service Company intends to receive the first shipment of'uclear fuel for Palo Verde Nuclear Generating Station (PVNGS) Unit No.

1 onsite approximately April 1, 1982, and to load fuel in Unit No.

1 in November, 1982.

As a result of a telephone conversation between Mr. Michael J.

McEwan of my office and Mr.

Stu Cohen of Inspection and, Enforcement, we understand that the Emergency Notification System (ENS) is required in the following locations:

A.

Control Room B.

NRC Resident Inpsector's Office C.

Shift Supervisor's Office D.

Technical Support Center (TSC)

E.

Emergency Operations Facility (EOF)

While locations A and B must be operational at the time fuel is received, all locations must be operational prior to fuel loading.

In addition, we understand that the Health Physics Network (HPN) is re-quired in:

A.

NRC Resident Inspector's Office B.

Health Physics Office C.

Technical Support Center (TSC)

D.

Emergency Operations Facility (EOF)

The phone in the Resident Inspector's Office must be operational at the time fuel is received and the other locations must be operational prior to fuel loading.
