OF DECEMBER 21, 2005, MEETING TO DISCUSS RELOAD DESIGN AND SAFETY ANALYSIS METHODOLOGY REPORT SUBMITTALS On December 21, 2005, a Category 1 meeting was held between the Nuclear Regulatory Commission (NRC) and Duke at NRC Headquarters, 11555 Rockville Pike, Rockville, Maryland.

The purpose of the meeting was to discuss Dukes plans for reload design and safety analysis methodology report submittals for Catawba, McGuire, and Oconee. Enclosed is a list of attendees. The licensee presented information (See Agencywide Documents Access and Management System accession number ML060180005.)

During the meeting, the NRC staff stated that it may not be able to meet the 6-month review schedule that the licensee is requesting for DPC-NE-3002, Revision 5, and DPC-NE-3001, Revision 1. The NRC staff also asked questions pertaining to the departure from a nucleate boiling calculation for rod ejection, the situation with a power range flux channel in bypass, the technical justification for how the VIPRE code models flow mixing, and the use of Title 10 of the Code of Federal Regulations, Part 50, Section 50.59, for revising these methodology report submittals. In addition, the NRC staff stated that Duke would have to show the capability to use the GDTACO code for analyzing fuel containing gadolinia.

Dukes plan to change the acceptance criterion for the hot zero power rod ejection accident from 280-calories-per-gram fuel enthalpy to ejected rod worth includes a calculation of the fuel enthalpy at the limiting rod worth. Duke asked the NRC staff to confirm that an April 3, 1995, safety evaluation enclosed in a site audit report for DPC-NE-2008 constitutes NRC approval of this report. The NRC staff stated that it would look into this matter.
