Nuclear Regulatory Commission Attachment 3F1007-13 Page 1 of 1 Response to Request for Additional Information NRC Request (1) In the RAIs emailed August 6, 2007, we asked you to clarify how you would measure the initial temperature and the interpass temperature.
The RAI response only addresses the interpass temperature.
Can you clarify that you will use the contact pyrometer for initial temperature as well?FPC Response (1) A contact pyrometer will be used to measure initial surface temperature of the weld pad area.NRC Request (2) Second, your relief request refers to Code Case N-416-2, which was approved WITH CONDITION in Rev 13 to RG 1.147. Please address the use of Code Case N-416-3 which was approved in RG 1.147 Rev 14 or address the condition in Code Case N-416-2.FPC Response (2) FPC requests to use Code Case N-416-2. Code Case N-416-2 was approved with one condition in RG 1.147, Rev. 13. This condition reads, "The provisions of IWA-5213, "Test Condition Holding Times," 1989 Edition, are to be used." IWA-5213 denotes hold times for test conditions, required after pressurization and before the visual examinations commences.
The provision of IWA-5213 that is applicable as a condition when using Code Case N-416-2 is IWA-5213(a) for system leakage tests. IWA-5213(a) reads, "no holding time required after attaining test pressure and temperature conditions." CR-3 Surveillance Procedure, SP-204,"Class 1 System, System Leakage Test for Inservice Inspection," addresses system leakage tests and will require no revisions based on the zero hold time required as a condition of the use of Code Case N-416-2 in RG 1.147, Revision 13. Therefore, FPC will meet the conditions of Code Case N-416-2 included in RG 1.147, Revision 13.}}
