Re: St.Lucie Units 1 and 2 Docket Nos.50-335 and 50-389 Safety Parameter Display System/Safet Assessment S stem Periodic U date By letter L-87-116, dated March 17, 1987 Florida Power S Light Company (FPL)provided to the staff a milestone schedule for completion of the Safety Parameter Display System/Safety Assessment System (SPDS/SAS) at St.Lucie Plant, and committed to update the staff periodically on the status of this project.The project status is discussed below.As of the end of November 1987, EI International's (FPL's SPDS/SAS vendor)hardware design has been finalized and software modules continue to be integrated with the.overall system configuration.
Good progress is being accomplished against the revised project schedule and the next major milestone, factory acceptance testing, is targeted to be complete by the end of March 1988.As discussed in a telephone conference call with the NRC Staff on October 28, 1987, difficulties have been encountered by EI in the integration of the IDT AMI-5000 color graphics data management system.These difficulties had been identified as of early August 1987 but the full scope of the AMI-5000 software"bugs" were unknown at the time.The scope of the software problems was not apparent until late in September 1987.At that time, a recommendation was made to FPL by EI to abandon the AMI-5000 equipment and rework the SPDS/SAS upgrade with ASEA (TESSELATOR) equipment.

In mid-October the decision was made by FPL that EI's recommendation was, in fact, the best approach.However, as was discussed with the NRC during the October 28, 1987 conference call, this decision will result in a schedular impact as discussed below.FPL's functional specification called for an ultra-high resolution terminal.While this ultra-high resolution equipment, the ASEA 9000-series, is not available for immediate integration at St.Lucie, a high resolution terminal, the ASEA 8310, is currently available.
This unavailability will result in the an interim installation (the 8310 series).Modification to system design to accept this new terminal will result in hardware/software modifications, being completed by July 1988.This is consistent with FPL's commitment in its letter L-87-320, dated September 16, 1987, to have the Critical Safety Function Monitor (CSFM)aspects of the SPDS/SAS implemented by June 30, 1988.The final ASEA 9000-series ultra-high resolution equipment is projected to be installed by June 1989.This 1989 equipment changeout will not modify any user interface or data input/output..
