On September 23, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at the San Onofre Nuclear Generating Station Units 2 and 3 facility. The enclosed inspection report documents the inspection results which were discussed on September 17, 2013, with Mr. Rich St. Onge, Director, Nuclear Regulatory Affairs, and other members of your staff.

By letter dated June 12, 2013, Southern California Edison (SCE) submitted a Certification of Permanent Cessation of Power Operations to the NRC certifying that Units 2 and 3 have permanently ceased power operations (ADAMS Accession No. ML131640201). On June 28 and July 22, 2013, SCE certified that all fuel had been permanently removed from the Units 3 and 2 reactors, respectively (ADAMS Accession Nos. ML13183A391 and ML13204A304). On September 3, 2013, the NRC notified SCE that the Operating Reactor Assessment Program had ceased and that implementation of the Decommissioning Power Reactor Inspection Program began, effective July 23, 2013 (ADAMS Accession No. ML13246A435).

Dear Mr. Dietrich:
