Dear Mr. McGavin:

On May 26, 2016 the U.S. Nuclear Regulatory Commission (NRC) completed a supplemental inspection pursuant to Inspection Procedure 95001, Supplemental Inspection for One or Two White Inputs in a Strategic Performance Area, at your Vogtle Electric Generating Plant, Units 1 and 2. The enclosed inspection report documents the inspection results which were discussed on May 26, 2016, with Mr. Keith Taber and other members of your staff.

In accordance with the NRC Reactor Oversight Process Action Matrix, this supplemental inspection was performed to follow-up on a greater than green finding with low to moderate safety significance which was issued in the first quarter of 2016. This issue was previously documented and assessed in NRC Inspection Report 05000424, 425/2016405. The NRC was informed on April 14, 2016 of your staffs readiness for this inspection.

The objectives of this supplemental inspection were to provide assurance that: (1) the root causes and the contributing causes for the risk-significant issues were understood; (2) the extent of condition and extent of cause of the issues were identified; and (3) corrective actions were or will be sufficient to address and preclude repetition of the root and contributing causes.

Based on the results of this inspection, the NRC has concluded that you have adequately completed a root cause analysis of the issue, and have identified appropriate corrective actions to prevent recurrence of the issue. No findings were identified concerning the root cause evaluation and corrective actions. The NRC has determined that inspection objectives stated above have been met. As a result, the violation is considered closed. Therefore in accordance with IMC 0305, Operating Reactor Assessment Program, the performance issue shall not be considered in the Action Matrix after the end of the fourth quarter 2016.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public inspections, exemptions, requests for withholding, of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room, or from the Publicly Available Records (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS), which is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

However, the material enclosed herein contains Security-Related Information in accordance with 10 CFR 2.390(d)(1), and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the Enclosure will not be made available electronically for public inspection in the NRC Public Document Room, or from the PARS components of NRCs ADAMS. If you choose to provide a response, and Security-Related Information is necessary to provide an acceptable response, please mark your entire response Security-Related Information - Withhold from public disclosure under 10 CFR 2.390, in accordance with 10 CFR 2.390(d)(1), and follow the instructions for withholding in 10 CFR 2.390(b)(1). In accordance with 10 CFR 2.390 (b)(1), the NRC is waiving the affidavit requirements for your response.

If Safeguards Information is necessary to provide an acceptable response, please provide the level of protection described in 10 CFR 73.22. Otherwise, mark your entire response Security-Related Information Withhold Under 10 CFR 2.327 and follow the instructions for withholding in 10 CFR 2.327(b)(1).
