Friday, December 14, 2018 8:38:00 AM On December 11, 2018, the NRC staff held a pre-application call with Westinghouse Electric Company, LLC, Columbia Fuel Fabrication Facility (CFFF) staff and contractors to discuss CFFF plans to remodel their administration building. They anticipate this project will require amendments to their special nuclear materials (SNM) license SNM-1107, the physical security plan, and, possibly, the site emergency plan in order to redefine the controlled access area to exclude the administration building. CFFF has the goal of completing this project prior to the sites 50th anniversary celebration scheduled for October 2019.

The CFFF staff provided a non-public, security related slide presentation (see enclosure) on the proposed changes to the site, the impacts on the controlled access area, and the plans to ensure adequate security during construction. The CFFF staff plan to submit the license amendment package to the NRC in early 2019. They plan to use compensatory security and emergency response measures during construction to maintain compliance, provide security for construction workers, and ensure appropriate evacuation routes. The licensee expects the environmental review will meet the conditions for a categorical exclusion. The NRC staff asked if construction activities may disturb legacy contamination in the soil. The CFFF staff do not anticipate contamination in or under the administration building, but they do plan to conduct numerous soil samples for confirmation.
