COMBINED INSPECTION 50-272/a0-23 and 50-311/80-18 We have reviewed the report of the subject inspection conducted by Mr. L. Norrholm of your office on October 12 through November 15, 1980.
Our response to the infraction identified. in Appendix A is as follows:
Item of In*fraction Based on the results of an NRC ins;pedtion conducted on October 12 through November 15,.1980,.it appears that one of your activities was not conducted in full compliance with the condition of your NRC Facility License No. DPR-70, as indicated below.
This item is categorized as an Infraction.
Technical Specification 6.12.l(b} states in part:
"A high radiation area in which the intensity of radiation is
- greater than 1000 mrerri/hr shall be subject to the wrovisions.
of 6.12.1.a, above, and in addition locked doors shall be provided to prevent unauthorized entry into such *areas *** "
Contrary to the above, the following instances of unlocked access doors into h~gh radiation areas were identified.

The door provides access to elevations 55' and 45' where the Auxiliary Building Drain.Tank and the Residual Heat Removal components are located.
