SUBJECT: BEAVER VALLEY POWER STATION, TEMPORARY INSTRUCTION 2515/186, "INSPECTION OF PROCEDURES AND PROCESS FOR RESPONDING TO POTENTIAL AIRCRAFT THREATS;" INSPECTION REPORT NO. 05000334/2013405 and 05000412/2013405

Dear Mr. Larson:

On August 9, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Beaver Valley Power Station, Units 1 and 2 using Temporary Instruction 2515/186,

"Inspection of Procedures and Processes for Responding to Potential Aircraft Threats." The enclosed inspection report documents the results of the inspection, which were discussed with you and other members of your staff. The objective of this inspection was to assess the implementation procedures and processes at your Beaver Valley Power Station, Units 1 and 2 that are required by Title 10 of the Code of Federal Regulations (10 CFR) 50.54(hh)(1), which provides the requirements for responding to a potential aircraft threat. The results from this inspection, along with the results from this inspection performed at other operating commercial nuclear plants in the United States, will be used to evaluate the U.S. nuclear industry's readiness to safely respond to similar events. These results will also help the NRC to determine if additional regulatory actions are warranted. The inspection examined activities conducted under your license as they relate to the implementation of 10 CFR 50.54(hh)(1), your compliance with the Commission's rules and regulations, and with the conditions of your operating licenses. Within these areas, the inspection involved examination of selected procedures and representative records, observations of activities, and interviews with personnel.
