Dear Mr. Halpin:
This letter refers to the inspection conducted on August 19-22, 2013, at the Humboldt Bay Power Plant, Unit 3 facility in Eureka, California. During this inspection, the U. S. Nuclear Regulatory Commission (NRC) staff examined acti vities conducted under your license as they relate to public health and safety to confirm compliance with the Commission's rules and regulations, and with the conditions of your license.
