The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Union Electric Company (Ameren Missouri or the applicant) held a telephone conference call on April 30, 2014, to discuss the clean-up of minor issues associated with the applicant's responses to requests for additional information (RAIs) 3.0.3-2a (Request 1), and 3.3.2-2a (Requests 1 and 4), pertaining to the Callaway Plant, Unit 1 (Callaway), license renewal application (LRA). Enclosure 1 provides a listing of the participants and Enclosure 2 contains a description of the items discussed. The participants agreed that the call was useful in clarifying the points of view.

Discussion The staff discussed some apparent omissions or clean-up issues associated with the two RAIs, RAI 3.0.3-2a, "Loss of Coating Integrity (Followup)," and RAI 3.3.2-2a, "Submerged Bolting (Followup)" as follows:

Discussion The staff discussed some apparent omissions or clean-up issues associated with the two RAIs, RAI 3.0.3-2a, "Loss of Coating Integrity (Followup)," and RAI 3.3.2-2a, "Submerged Bolting (Followup)" as follows:

  • RAI 3.0.3-2a, Request 1: The staff noted that the response does not address the issue of potential turbulent conditions that could degrade internal coatings for the in-scope SSCs. Part of the response states, "Coatings are inspected every six years on an alternating train basis based on no observed degradation or cracking and flaking that has been evaluated as acceptable." However, staff guidance states "The coating is not in a location subject to turbulence." The Request was focused at seeking input on potential turbulent conditions, in which case if turbulence could occur, the phrase "on an alternating train basis" would not be appropriate.
  • The applicant agreed to address this issue, which was inadvertently omitted.
  • RAI 3.3.2-2a, Request 1: The staff noted that the response states "opportunistic inspections of the submerged ESW pump closure bolts will be performed when the pumps are disassembled for maintenance activities"; however, the enhancement to the Bolting Integrity program remained unchanged from the January 16 letter. The enhancement does not clearly convey that, for both the ESW and Fuel Oil Storage Tank Bolting, inspections of the bolt threads occur (for example) following their removal/unbolting during maintenance activities. In other words, the enhancement is too vague with respect to precisely what is being inspected.
  • The applicant agreed to add these appropriate details for these inspections.
  • RAI 3.3.2-2a, Request 4: The staff noted that the response states "As required by the Operations Technician General Inspection Guide, inspections are conducted once every twelve hours to confirm waste water sump pumps are operating as required and sump liquid levels, if visible, are within normal range." The staff's position is that the described operator rounds need be captured or flagged as an aging management activity through an enhancement to the Bolting Integrity program.
  • The applicant agreed to address this issue by capturing this detail in its program and/or basis documents. The applicant stated that it would supply these changes as a part of its Amendment 35 package, which was due to be issued to the staff next week. The staff agreed that these changes would appropriately address its concerns.
