- findings, someoftheperformance indicators beingusedimmediately andtheremainder oftheperformance indicators adoptedastheirtrailingdatabecameavailable.
3iThereareadvantages anddisadvantages tobothapproaches.
Thelicenseeidentified accuracyandresourceburdenproblemsassociated withthehistorical dataneededformanyoftheperformance indicators.
TheNRCstaffidentified aproblemwithnothavingoversight dataforthepublicfollowing restartofthemosttroubledplantintheUSinthepasttwoyears.'heconcernsofboththelicenseeandtheNRCstaffappearsincereandvalid.Itwouldbedifficult toselecteitherapproachbecausethatwouldcausetheconcernsoftheunselected partytoremainunresolved.
Fortunately, thereseemstobeacompromise available Duringthepasttwoyears,thelicensee's RestartActionPlanandtheNRCstaff'sManualChapter0350processprovidedassurance thatDCCookUnit2canberestarted withadequatesafetymargins.It,wouldbereasonable toassume,therefore, thatalltheseassessments, evaluations, tests,reviews,andinspections resultedinperformance ineachperformance indicator categorybeingrestoredtotheGREENband.Ifnot,thelicensee's SystemReadiness ReviewsortheNRC'sinspections toclosetheconfirmatory actionletterwouldhaveflaggednon-GREEN performance.
Inotherwords,ifeitherthelicenseeortheNRCstaffhadanydoubtsthatperformance inanyperformance indicator categorywasnotGREEN,theplantwouldnotbereadyforrestart.Accepting thisassumption'allows everyperformance indicator intherevisedreactoroversight processtobeartificially settoGREENwhenDCCookUnit2entersMode2.Forexample,thescramperformance indicator couldassumethattherehavebeenzeroscramsinthepast7,000criticalhoursandthealertandWashington Office:1616PStreetNWSuite310oWashington DC20036-1495

Bysettingalloftheperformance indicators toGREEN,thelicenseewouldnothavetowastetheresources requiredtocollectandvalidatethehistorical data.Thelicenseewouldhavetoestablish thedatacollection andreporting infrastructure necessary toreporttheperformance indicators quarterly beginning attheendofthequarterinwhichDCCookUnit2entersMode2.ThisprocesswouldenabletheNRCstafftodemonstrate tothepublicthatitwasachieving thegoalofmaintaining safety.Beginning withthequarterinwhichtheplantrestarted, theperformance indicators wouldaccurately informthelicensee, theNRCstaff,andthepublichowtheplant'sperformance trendedrelativetoaninitial"cleanslate."Atthesametime,theNRCstaffcouldfocusresources onverifying thatDCCookUnit1isreadyforrestart.Thiscompromise approachhasitsfaults.Thelargestfaultisthatthestartingpointfortheperformance indicators isselectedarbitrarily andmaybenon-conservatively higherthanactualperformance.
Butactualperformance cannotbeprecisely determined forsomeoftheperformance indicators untiloneormorequartersaAerrestart.Thearbitrary startingpointonlycompromises safetywhentheactualperformance levelwouldbelowintheWHITEband,intheYELLOWband,orintheREDband.Theextensive effortsbythelicenseeandtheNRCstaffoverthepasttwoyearsprov'idereasontobelievethattheactualperformance inalloftheperformance indicator categories isGREENoratworstinthehighendoftheWHITEband.Theartificial startingpointstracktoactualperformance levelsatdifferent ratesfortheperformance indicators.
SomePIswillreverttoactualperformance withinaquarterortwowhilesomecantakeuptothreeyears.Thekeypointisthatalloftheperformance indicators willaccurately trendrelativeperformance beginning withtheveryfirstquarter.DCCookUnit2willnotenterMode2unlessboththelicenseeandtheNRCstaffbelievethatsafetymarginsinalloftheperformance indicator categories havebeenadequately restored.
ThePIswouldtherefore revealwhere,ifany,erosionsfromthatcondition haveoccurredfollowing restart.Itseemsbettertousetherevisedreactoroversight processinitsentiretyimmediately uponrestartofDCCookUnit2thantopostponeitsuseforafullyearasproposedbythelicenseeortoonlyusesomeoftheprocessasproposedbytheNRCstaff.ThenuclearindustryandtheNRCstaffhavetoutedtherevisedreactoroversight processasTHEmonitoring programforthenewmillenium.
TheNRCshoulduseitsbesttoolattheworstplant.Artificially settingalloftheperformance indicators toGREENwouldbesomewhatunfairtootherlicensees whohaveearnedallGREENsthroughoperational performance.
ButIdoubtthatanylicenseewouldtradeplaceswithDCCook'slicenseejusttoearna"freeticket"toGREENperformance indicators.
