5.Theon-shiftorganization willbestaffedandtrainedtomeettherequirements ofTableIII.A.1.2-1 ofNRCgenericletter81-10(sameasTableB-ltoNUREG-0654, Rev.1).6.Additional personnel willbeavailable byacall-inprocedure tosupplement theon-shiftorganization intheareasofcommunication, radiological assessment, technical support,repairandcorrective actionandradiation protection.

Thesepersonnel willbeavailable withinathirtytosixtym'inutetimeframe.

3'7.TheTechnical SupportCenterwillbemannedandfullyfunctional withinathirtytosixtyminutetimeframe.8.TheEmergency Operations Facilitywillbemannedandfullyfunctional withinfourhours.Theabovecommitments deviatefromtherequirements asfollows.I1.TheERCSwillnotbetotallyoperational attherequireddatebecauseoftheunavailability ofcompatible equipment whichmeetsallrequirements.

Therefore theintentofrequirements inNUREG0696willbemetbyusingacombination oftheSPDS(whichwillbeoperational byOctober1,1982)andmodifications totheplantprocesscomputer.

Thisinterimsystemwillbeinoperation fromOctober1,1982untiltheintegrated systemisavailable.

2.NUREG0737(asissuedbyGenericLetter81-10)requiresllpeopletoreporttothesitewithinthirtyminutesofnotification andanadditional 15withinsixtyminutesofnotification.

Wecannotmeetthellpeoplewithinthirtyminutesrequirement duetothegeneralhousinglocationofplantpersonnel withrespecttothesite.Theoverwhelming majorityofpersonnel liveapproximately thirtytothirty-five minutesdrivingtimefromthesite.Further,takinginto"accountthetimeitwouldtakeanindividual torespondinthemiddleofthenightpluspossibleadverseweatherconditions, makeitimpossible tomeetthisrequirement.

Hence,ourpositionisthatthepeopleasawholewillreportwithinathirtytosixtyminutetimeframe.Insupportofthisposition, itshouldbenotedthatouron-shiftcomplement presently byoneanditisanticipated afulltwounitstaffingwillexceedtherequirements byapproximately 3to5people.3.NUREG0737(asissuedbyGenericLetter81-10)requirestherecoverymanagertoreporttotheEmergency Operations Facilitywithinonehourofnotification.

Ourintentisthattherecoverymanagerandhisentireorganization bestaffedwithpersonnel normallyassignedtotheAllentown GeneralOffices.Assuch,theabsoluteminimumamountoftimeitwouldtakeapersontorespondisintheorderoftwohoursbasedonthedrivingtimefromtheAllentown areatothesite.Takingintoaccountthemobilization effortrequiredtoputtogethertherecoveryorganization, amiddleofthenightcallinandpotential adverseweatherconditions, themostreasonable timethatwecanconfidently committomanningtheEmergency Operations Facilityisfourhours.Asanalternative tothisposition, wecouldcommittomanningtheEOFbyutilizing theplantpersonnel.

However,thishasamajordrawbackinthatitwouldseverelydilutetheorganization oftheEmergency Directorand1'imiChiscapability toplacetheplantinasafeshutdowncondition.

Assuch,itisfeltthatthisalternative leadsusinalesssafedirection andistherefore unacceptable.

0 4.NUREG0737(asissuedinGenericLetter81-10)utilizesthetitleofHealthPhysicsTechnician forthosepersonnel whoaretorespondtoperformin-plant, on-siteandoff-siteradiological surveys.ItisourintentthatonlyHealthPhysicsTechnicians orothersuitablyqualified plantpersonnel willbeusedforin-plantsurveys.However,weintendtousepersonnel fromourDivisionforcestoperformon-site(out-of-plant) andoff-sitesurveys.Thesepeoplewillnot,beHealthPhysicsTechnicians inthecontextofthedefinitions presented inANS3.1butwillbepeoplefullytrainedandqualified toperformon-siteandoff-siteradiological survevsandsamplecollection.
