MILLSTONE POWER STATION UNITS 2 AND 3 APPLICATION FOR RENEWED OPERATING LICENSES WITHHELD REFERENCE DRAWINGS Dominion Nuclear Connecticut, Inc. (DNC) provided license renewal drawings to aid the NRC staff in their review of the applications for renewed operating licenses for Millstone Power Station Units 2 and 3, in a letter dated January 20, 2004 (Serial No.03-607).

Two drawings were withheld from this submittal package due to the potentially sensitive nature of the drawings. of this letter contains the drawings withheld from Letter No.03-607. DNC considers the information in these drawings to be confidential.

Accordingly, DNC requests that these drawings be withheld from public disclosure on the basis that the facility details provided in these drawings has security implications and is, therefore, considered sensitive and company confidential. Attachment 2 contains a redacted non-proprietary version of these drawings.

Where the proprietary information has been deleted in the non-proprietary version, only the word "Redacted" remains. The basis for redacting certain information as proprietary is provided in the application for withholding and affidavit provided in Attachment 3 pursuant to 10 CFR 2.790(b)(1).

As with all the drawings previously provided, these drawings are not considered to be part of the license renewal applications.

I am authorized to execute this affidavit on behalf of Dominion Nuclear Connecticut, Inc. (DNC).

DNC is submitting Dominion Nuclear Connecticut License Renewal Drawings for NRC review. Two of the drawings contain security sensitive information that should be held in confidence by the NRC pursuant to the policy reflected in 10 CFR §§ 2.790(a)(4) because:

a. This information is being held in confidence by DNC.

b. This information is of a type that is held in confidence by DNC, and there is a rational basis for doing so because the information contains sensitive security information concerning DNC's nuclear facilities.

c. This information is being transmitted to the NRC in confidence.

d. This information is not available in public sources and could not be gathered readily from other publicly available information.

e. Public disclosure of this information could potentially create harm or be detrimental to the physical security of the DNC nuclear facilities by disclosing sensitive DNC information to parties whose interests may be adverse to the security of the DNC nuclear facilities.
