On September 24,2002, NIST submitted to the Nuclear Regulatory Commission (NRC) an Implementation Plan for Compensatory Measures (ICM) at the NIST Research Reactor. On October 28, 2002, the NRC issued a confirmatory action letter formalizing the commitments made in the ICM, and requesting notification of a change in schedule.
