On April 20, 2004, a public meeting was held at the Quail Hollow Resort in Painesville, Ohio, between the Nuclear Regulatory Commission (NRC) and FirstEnergy Nuclear Operating Company (FENOC). The purpose of the meeting was to discuss the NRCs assessment of Perry's performance for the period of January 1, 2003, through December 31, 2003.
On April 20, 2004, a public meeting was held at the Quail Hollow Resort in Painesville, Ohio, between the Nuclear Regulatory Commission (NRC) and FirstEnergy Nuclear Operating Company (FENOC). The purpose of the meeting was to discuss the NRCs assessment of Perry's performance for the period of January 1, 2003, through December 31, 2003.
Overall, as discussed in the Perry Annual Assessment letter dated March 4, 2004 (ADAMS accession number ML040641205), Perry operated in a manner that preserved public health and safety. Plant performance for the most recent quarter was within the Degraded Cornerstone Column of the NRCs Action Matrix, based on two White findings in the mitigating systems cornerstone. The White findings were associated with the failure of the high pressure core spray system pump to start on October 23, 2002, and the failure of the division 1 emergency service water pump during a routine run on September 1, 2003. During the meeting, a third White finding in the mitigating systems cornerstone associated with the air binding of the division 1 waterleg pump on August 14, 2003, was also discussed. Although the issue was not finalized prior to the issuance of the Annual Assessment letter, the finding was entered into the action matrix in the fourth quarter of 2003 and was discussed to present a complete and accurate representation of plant performance for 2003. Also discussed was a White finding in the emergency preparedness cornerstone and a White performance indicator in the occupational radiation exposure cornerstone. The emergency preparedness issue involved the failure to make a timely alert declaration on April 24, 2003, after a fuel pin was damaged during inspection activities in the fuel handling building. The White performance indicator was due to three performance deficiencies which occurred during the second quarter 2003 refueling outage. Although the individual events were determined to be of very low safety significance, collectively the green/white threshold was crossed.
