Following the U.S. Nuclear Regulatory Commission (NRC) policy and procedures, the RIS was provided to licensees, for information only, to inform them of the proposed Direct Final Rule (DFR), Facility Change Process Involving Items Relied on for Safety (Federal Register, Vol. 71, No. 187, p. 56344, September 27, 2006). On December 1, 2006, a Federal Register Notice was published that confirmed that no significant adverse comments on the proposed DFR were received by the NRC and that the DFR will become final on December 11, 2006, (Federal Register, Vol. 71, No. 231, p. 69430).
