A Nuclear Regulatory Commission (NRC) inspection was conducted on September 22-26, 2008, at your Humboldt Bay Power Plant, Unit 3 facility. This inspection was an examination of activities conducted under your license as they relate to safety and compliance of the Commissions rules and regulations and with the conditions of your license. Within these areas, the inspection included reviews of your organization, management, and cost controls; safety reviews, design changes, and modifications; spent fuel pool safety; maintenance and surveillances; decommissioning status; occupational radiation exposure; and radioactive waste treatment, effluent and environmental monitoring. On September 26, 2008, at the conclusion of the onsite inspection, an exit interview was conducted with Mr. Mark Smith, Engineering Manager, and other members of your staff. The enclosed report presents the scope and results of that inspection. The inspection determined that you were conducting decommissioning activities in compliance with regulatory and license requirements.
 
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter, its enclosure, and your response, if you choose to provide one, will be made available electronically for public inspection in the NRC Public Document Room or from the NRCs document system (ADAMS), accessible from the NRCs Web site at http://www.nrc.gov/reading-rm/adams.html. To the extent possible, your response should not include any personal privacy, proprietary, or safeguards information so that it can be made available to the Public without redaction.
