SEQUOYAH NUCLEAR PLANT - NRC INITIAL RETAKE EXAMINATION REPORT 05000327/2009302 AND 05000328/2009302

Dear Mr. Swafford:

On September 9, 2009, members of your staff administered an initial license written retake examination to employees of your company who had applied for licenses to operate the Sequoyah Nuclear Plant. The examiner discussed preliminary findings related to the written examination submittal with Brad Picchiottino, Training Manager, on September 30, 2009.

Two Reactor Operator (RO) applicants and one Senior Reactor Operator (SRO) applicant took the initial written retake examination. Two RO applicants and one SRO applicant passed the written examination. There were no post examination comments.

Enclosure SUMMARY OF FINDINGS

ER 05000327/2009302, 05000328/2009302, 09/09/2009; Sequoyah Nuclear Plant; Operator License Examination.

The NRC examiner conducted an operator licensing initial retake examination in accordance with the guidance in NUREG-1021, Revision 9, Supplement 1, Operator Licensing Examination Standards for Power Reactors. This examination implemented the operator licensing requirements of 10 CFR §55.41, §55.43, and §55.45.

Members of the Sequoyah Nuclear Plant training staff administered the initial written retake examination on September 9, 2009. The licensing initial written retake examination was developed by the Sequoyah Nuclear Plant training staff.

Two Reactor Operator (RO) applicants and one Senior Reactor Operator (SRO) applicant took the initial written retake examination. Two Reactor Operator (RO) applicants and one Senior Reactor Operator applicant passed the written examination. Each applicant who passed the initial written retake examination was issued an operator license commensurate with the level of examination administered.

There were no post examination comments.

No findings of significance were identified.

Inspection Scope

The licensee developed the initial written retake examination. NRC examiner reviewed the proposed examination material to determine whether it was developed in accordance with NUREG-1021, AOperator Licensing Examination Standards for Power Reactors,@

Revision 9, Supplement 1. Examination changes agreed upon between the NRC and the licensee were made according to NUREG-1021 and incorporated into the final version of the examination materials.

The examiner reviewed the licensees examination security measures while preparing and administering the examination to ensure examination security and integrity complied with 10 CFR 55.49, Integrity of Examinations and Tests.

The examiner evaluated two RO applicants and one SRO applicant who were being assessed under the guidelines specified in NUREG-1021. Members of the Sequoyah Nuclear Plant training staff administered the initial written retake examination on September 9, 2009. The evaluations of the applicants and review of documentation were performed to determine if the applicants, who applied for licenses to operate the Sequoyah Nuclear Plant, met requirements specified in 10 CFR Part 55, Operators Licenses.

Findings

No findings of significance were identified.

The NRC determined that the licensee=s examination submittal for the initial written retake examination was within the range of acceptability expected for a proposed examination.

applicants and one Senior Reactor Operator (SRO) applicant passed the initial written retake examination. Each applicant was issued an operator license commensurate with the level of examination administered. The licensee did not submit any post-examination comments.
