Dear Mr. Wiebe:

On behalf of Southern Alliance for Clean Energy, the Sierra Club, Blue Ridge Environmental Defense League, Tennessee Environmental Council, and We the People ("Organizations"), I am submitting comments on the scope ofthe environmental impact statement ("EIS") for the proposed Watts Bar Unit 2 nuclear reactor. The Organizations respectfully submit that the EIS should consider, at a minimum, the environmental concerns raised in their hearing request to the NRC, which is now pending before the Atomic Safety and Licensing Board. See Petition to Intervene and Request for Hearing (July 13,2009), as supplemented by Amended Contention 7 (September 3,2009). Copies ofthose documents are attached.

These comments are in addition to any scoping comments that may be submitted by individual Organizations or their members.

Thank you for your consideration.
